Richard Mulligan is dedicated in providing caring competent advocacy. He values his profession and takes great satisfaction in assisting clients with the legal problems and opportunities they face. Mr. Mulligan was born in New Brunswick, New Jersey, on November 26, 1942 and attended Rutgers Preparatory School. He received a B.S. in economics from Villanova University in 1965, and a J.D. from Rutgers Law School in 1968. Mr. Mulligan has been licensed in Wyoming since 1981 and licensed in the state of New Jersey since 1968.

OVERVIEW AND EXPERIENCE

Mr. Mulligan’s career started in 1968 where he was a Judicial Clerk in the superior Court for the state of New Jersey, working for the late Hon. William D. Buono. Thereafter, Mr. Mulligan opened up his own law practice and served as both an assistant Middlesex County prosecutor and a Municipal Court Judge for the city of New Brunswick, New Jersey. Mr. Mulligan was elected to the office of Mayor of New Brunswick at the age of 30 years old and served a term of four years (1974-1978). He then closed his practice in New Jersey and moved to Wyoming when he was 34 years old and opened his practice of law.

Mr. Mulligan has an active practice in civil litigation (personal injury and wrongful death), criminal defense and family litigation (divorce/custody/visitation). While in Wyoming he has owned numerous businesses and practiced law throughout the State. He has handled such matters as murder, vehicular homicide, high profile divorces, sexual harassment, wrongful death actions on behalf of the deceased’s estate and personal injury cases. He is a member of the Wyoming Trial Lawyers Association. Mr. Mulligan dedicates his time to the practice of law, raising his children, and raising quality quarter horses.

Mr. Mulligan is married to Brenda L. Mulligan and he has five children, Richard, Melissa (admitted to practice in Wyoming and Texas), Cody, Kassie, and Breanna.

Mr. Mulligan’s daughter Melissa Owens is presently admitted in the state of Wyoming, and the state of Texas. She is presently practicing as a deputy prosecuting attorney for Teton County, Wyoming.

Mr. Mulligan actively participates in various activities including but not limited to training and showing cutting horses. At one time Mr. Mulligan held a professional card with the National Cutting Horse Association and was a professional trainer. He serves as president of the Wyoming Cutting Horse Association and is a national director of the National Cutting Horse Association.

Mr. Mulligan’s wife, Brenda, owns and operates her business, Shear Dimensions, a day spa located in Jackson, Wyoming. Mrs. Mulligan’s day spa offers many services and she is an active member in various professional organizations.
